Manager Self-Service - Transfer

There is quick action for managers "Transfer", clicking this action opens a search page where a manager can search for anyone. So we would like to restrict this so managers can search for there direct reports only. If this is control through Public Person then we cannot limit to management hierarchy as it will not work for Directory. Plus the manager can also see all BU. We only want them to see their BU in the list.
