NUX: Change Assignment - limit Actions LOV

Is there a way to limit the Actions that show when manager chooses Change Assignment Quick Action?

Hello,

We would like to enable Change Assignment to allow managers to do only SOME select actions, but do not want to display the full list that displays in Core HR > Manage Employment.  This is because some actions require some additional work and we'd like our HR team to continue making those changes. 

Is there a way to do this?  Currently all our Actions show up under Where & Why > What's the action name?

Any suggestions would be appreciated!
