Responsive pages - using Salary section

The salary section is not showing even when marked visible

We are using responsive pages and if the salary section is in the workflow it is not showing. even when marked visible.  We thought we could fix it by turning on the questionnaire, running through the task (promotion with salary change) and then turning the questionnaire off.  However, this just changes it for the manager we had do the transaction, not all managers.

Does anyone know how to make the salary section show for all managers for the tasks it is visible without using the questionnaire.
