Can we make action 'null' be default - to force line manager to select an option?

Hello,

When we open some workflows, some actions have values by default (as the user fields are now a light shade of grey some manager may think this is a default value and cannot be changed).

 

Is there a way to default the field to null so when mandatory it would force a manager to select the appropriate option - as opposed to them thinking this field is un-editable?
