Simplest role to receive HR FYI notifications from Approvals

I am investigating HCM approval capability to email HCM FYI notifications to an external ticketing system.

So far I have created a blank role and attached it to a user account with the email address that the FYIs should go to. I adjusted the Approval Rule for Promotion (my test case) to include FYI to this User account. But it does not seem to be working consistently and the email arrives several hours late when it does send. After some reading, I added the following Function Securities to the role - Approve Transactions, View Notification Details. The email is showing up consistently now and on time.
