SDP filtering with compund conditions only works if I provide all the values

I have a search page with 6 seach criteria.  At any time, 1 or many of the search criteria may be provided.  I based my approach on this link:

The strange issue I am seeing is the first time I attempt to do a search with only 1 criteria, the page is still returning all results.  If I continue to add additional criteria, I still get all results.  It is only when I provide a value in ALL search criteria that the SDP filters properly.  You can see from network tab in the attached image, the q parameter only shows up on the very last search attempt.
