Effective date logic for new positions

I would like to understand if there is any in built logic in Position creation that restricts the use of future dated positions during the hire process.
Scenario - a new "Approved" position created with an EFFDT of 01-JAN-2020.
Hire a new employee with an EFFDT of 01-JAN-2020. Use the respective Business Unit for which the position was created.
You'd notice you're not able to search the future dated position in the drop down.
If I change the EFFDT of the position from future date to SYSDATE, then the position starts appearing in the new hire process.
