Employee Certificate request option Feasibility In Fusion

Hello All,
 
My customer has the below requirement in Fusion, need your advice in mapping the requirement in Fusion.
 
Business Requirement : 
1. Employees should able to submit  self-service request for 
a. Salary Certificate
b. Bank Loan Certificate etc
2. Self-service request should be routed for two levels of approvals 
3. After final approval,  employee should able to print certificate directly on secured printer which is loaded with pre-stamped letter heads
 
Can we configure the same in Fusion ? what all options do we have to raise self service request like “Documents of Record” or “Profile”,  did you come across similar requirement for any other customer ? if so, can you pls share your experiences.
