Transfer errors when edited in Transaction Console

Cannot edit Transfer action in Trx ConsoleContent
Hi,
Canned Transfer Quick Action via My Team was throwing a BPEL error. Looking at it in Transaction Console, I see that the canned Rule is simply to send an FYI only to 2 levels of the Management hierarchy. Trying to edit this rule throws the error in the screenshot below. Trying to do a simple deletion of canned rule and/or replacing it with Self Auto Approve also errors. Cannot Save or Submit.
Anyone experienced/resolved this?
