Design Studio Rules not working for Responsive UI

Created separate rule for employee vs manager role but not working


It looks like the rule that gets applied is the one that is just the rule that is ordered first.  The difference between the two rules is that the "Reassigning of Direct Reports" step isn't included in the Employee rule, but it shows up for everyone no matter who is selected to be promoted or transferred.  Could the reason be due to the way our roles are set up?  A line manager also has a separate Employee role.  Should the employee role be assigned as a role within the Manager role rather than being a separate role or is the
