Need important suggestions on Accrual Balance loading

We have a new set of people for whom we will be loading absence in HCM. Time of the new people will be loaded into HCM.

I need suggestion on following items

1. Before loading initial accrual value for these people do we need to do anything in HCM to load values for these people. These people are already in HCM but from absence perspective do we need anything to be done. Ex enrollments etc.

2.Once everything above is set up what precautions need to be taken to load accrual balances for these people. Please let me know HDL template to load for these people and where can I find the these templates.
