Unable to select Resignation Date before system date

Hi All
Would like to know, will it be possible to select Resignation Date before system date while submit resignation.
Scenario :
If an employee resigned on 1st September but applying online resignation on 13th Sep. so system should allow him to apply by selecting 1st Sep. and end date / LWD. But before system date (Resignation Submit date) unable to select, greyed out
