FCC Intercompany Base Values Zeroed Out for Jan17

In efforts to resolve a separate issue, by running Consolidate and Translate for the "beginning of time" for our system which was 2017 to 2019, we discovered an issue with 2017 and 2018 data.

We specifically noticed that Jan17 data for base level data for an intercompany is now zeroed out. We had to consolidate and translate for all years in June, so we pulled an audit report from June 1 until now and the only change we see is that it that intercompany value was moved. I don't believe this should have caused data to be removed.
