Where can I set for some's status-payroll eligible or inactivity no payroll

As known, employee's status in Core function-employee management, when some happens global transfer/multi-allocation/involuntary turnover and etc., his status will change to inactivity- payroll eligible(default). For a payroll admin, who have no permissions to play anything in core, so is there any actions he can do in payroll ?-like manage the payroll eligible or others.
