If you have added contract terms to a negotiation, some of the clauses might have user variables. Not all variables are visible to supplier bidders while creating a bid/quote. If you want the variable values to be provided by supplier bidder while submitting the bid, then when you create these variables in terms library make sure you you enable/check 'Updatable by external parties'. And of course 'Intent' should be 'Buy',Type of the variable should be 'User' and 'Source' should be 'Manual'.

For such variables, suppliers can provide values while submitting the bid.
