Is it a standard behaviour that Quick action goes to Responsive flow but Left Navigator New Person opens classic

Is it a standard behaviour that Quick action Hire and Employee goes to Responsive but the left navigator New Person first open a responsive page to pick Which flow I want, I pick Hire an Employee that goes to Old style hire screen which is train stops at top. Is it the standard functionality or I am missing something,
