With 19C, we need to schedule the 'Video Transcoding and Processing' job to process and transcode videos in Learning. How frequently are you scheduling this job?
Prior to 19C, the videos were processed as they were uploaded, not on a scheduled basis. Now that we need to schedule this process, there will be a delay between when the videos are uploaded and when they are processed and available for use. Our LMS users want the videos available immediately, but we want to balance that need with running the process too frequently and eating up bandwidth in the process scheduler.
