Enabling actions- but dont show on Spring Board or Navigator

Spring board /Navigator missing actions

Using Structure, I enabled 'User Interface Text' and a few others under it to show on both the SpringBoard and Navigator. But they refuse to show up.

Hiding Structure works seamlessly. Not sure what I am missing. This is fairly straightforward.
