PER_PERSON_LEGISLATIVE_DFF is not displaying in biographical info

Content

We would like to display 5-7 person legislative dffs on the biographical info page.  We have not yet enable responsive UI.  I have compiled the DFF and enable DFFs via forms personalization, but the fields are not displaying, only the out of box fields are.
