I cannot calculated withholding tax using Supplier Ship-to: I have a tax determinating factor with city into Ship-to; but tax does not calculated

Hi

I have a tax rate determinating factor where I use Geography with Ship-to.

However, when I activated rule and I did a Payables invoice, this tax did not calculated.
