503 error accessing ORDS or APEX in Autonomous Database

ATP instance is running but no access to development services - e.g. APEX

I have created an ATP instance in the root compartment of my cloud account. This is running and I can connect to it, but if I try to provision any of the database services such as ORDS, SQL Developer Web or APEX, I get the following error and I have no idea how to fix it. Resetting the Admin password did not work.

503 Service Unavailable

  • The username or password for the connection pool named |ocid1.tenancy.oc1..aaaaaaaaq4p7r6dxtikrxsjmjiufxb2p4x7f3k2bctgrhh6dikbnfidamd4a-prs1|re|, are invalid, expired, or the account is locked
