How to delete or hide some quick actions without Role

Hi, 

We want to hide some quick actions, we delete all privilegies and roles to our custom roles, but still appearing. We think that this is because of the theme. Modifying the theme we can't disable that quick actions, and we can't also hide by Structure or SandBox.

Any Idea?

Edit: To achieve this, enable a sandbox, go to configuration / structure / click on any group / click on quick actions / disable all that you need.
