Upgrading Profiles to v2

I have the white paper on Upgrading Oracle Fusion Profile Management to Release 19C, and I have checked that I have the necessary security roles (I have the application implementation consultant role as well as the various others). But when I go to the Profiles work area I don't have an action menu to enable me to access the manage profile upgrade mapping.
I'm probably missing something really obvious, but I don't know what it is that I'm doing wrong.
I've attached a screenshot of what I see in Profiles.
