Department Tree keeps going into draft

Has anyone experienced the current active department tree moving into draft mode without manual intervention?  This is having significant impact on inputting and reporting but I am at a loss to what is causing this.  The number of people who have access to department trees is very limited with the organisation so I am pretty sure this not being done by a colleague.  Any ideas would be appreciated.
