NUX - Performance Management Manager Actions

Where is the setup to remove actions from the manager list

In NUX performance mgmt, the manager has the '...' action menu available on the document.  This list changes as the tasks change for the employee, but we are wanting to remove some of these tasks from managers.  For us, managers shouldn't be cancelling the document, this should be an admin only function.  I looked in Design Studio and didn't see anything, i can't use page composer to edit the menu of options, and the structure app is setup correctly as well to not show them even though the only ones in structure seem to be the old versions.
