Access Controls Override for Specializations and Courses in 19C does not work for Offerings

Access Control Override for Specializations successfully enrolls learners in courses, but not Offerings

Content

We have tested the feature in 19C that provides an override for learners who are enrolled in a specialization. The Access Controls Override only works at the course level, not the offering level. When users are enrolled in a Specialization, they can see the Courses, but are

A) not enrolled in the offerings, and

not able to even add themselves to the offerings

Is there something that I am not configuring on my part, or does this issue remain unresolved, and requires another Idea Lab post? Perhaps for an Offering type that is auto-assigned to a user if the Offering is part of a Specialization?
