AoR approval

We have an approval based on Worker AoR. When an employee is submitting a transaction for a person who is listed as their AoR then they are also receiving approvals to approve their own transaction. How should we avoid this? For an example - a manager is doing a promotion for an employee that is list as the manager's AoR, then the AoR person is receiving to approve his/her own promotion.
