Keep Employee Status as "Active" for the current year plan regardless of Prior year Emp status-Workf

Please refer following issue explanation.

Issue:
We have come across an issue where current employee status for prior year (2019) plan is carrying forward to current year plan (2020). For an example, there are 4 employees who have been set to either "Transfer Out","Resigned" or "Departed" for the prior year plan 2019, is carrying forward the same employee status to current year 2020.

Client Requirement
What client typically requires is that the employees should retain their 2019 status as it is and they should be able to set new/different status for 2020 (which should not be impacted by 2019 plan and should not impact 2019)
