Accrual Balances does not include Carryover balance as of the plan end date

Hi All

We have an issue going on with Accrual balances where the total balances does not include the Carryover balances as of the plan end date.

Plan Start Date  - 10/01/2019

Plan End Date - 09/30/2020

for example my annual accrual balances are front loaded and have 120 Hrs 

Carry over would be 40 Hrs 

so as of the balance calculation date  of 09/30/2020 120 only not 160 Hrs. 

If i calculate the balances as of 09/29/2020 the balances shows correctly . Did any one have this issue before? Can you please let me know your inputs on the same.
