How to create a flexfield where you can select inactive positions

Hello,
We are in the process of enabling the functionality for managers to request a position in Fusion.
My Team> Request a Position
Within the questionnaire UI I want to be able to enable a flexfield under Budget which allows a manager to select an inactive position as the current 'Funding Position' flexfield only brings up active positions. Does anyone know how to do this?
