Create Agreement not showing under Fulfillment

While creating contracts under fulfillment, only able to see Create Orders and not Create Agreement

Hello,

PFA screenshot, Unable to view Create Agreement under contracts fulfillment tab from Action. It only shows Create Orders! Can anyone please guide where is this governed from ??
