LBAC implementation

Cannot access Application even after making roles public

We are in the process of testing LBAC . We have cleared our whitelisting with Oracle and added the IP addresses in LBAC. 

Next we made the Role Employee Public by checking the box "Enable Role for Access from All IP Addresses"  -->Save and Close.

When trying to use the mobile expense app or logging into the url we receive an error "The cloud service you are trying to acces has controlled access. We apologize for any inconvenience."

Am I missing a step? are there additional roles that i need to make public. We are really only planning to use this for Expense reports.
