Uploading Video - Receive error - what is the size limit for uploading to Resource Manager

Does anyone know the video size limit to upload to the Resource Manager in Taleo Learn?

I uploaded an mp4 video with file size of 16MB and it works fine!   I get the below (an attached) error when uploading an mp4 video with a file size of 22.5MB?

I am guessing it's a file size limit - but I don't know for sure.
