Is it possible to mark as complete, recommended learning?

At times, we may have users who have completed recommended learning, however for different reasons this will not be reflected directly in the system and so typically an administrator would be tasked with marking these staff individually as completed.

However we have noticed that we are unable to mark these courses as complete - all options are non-selectable when it comes to recommended learning content. This is both the "change status" and "manage Activities"

Has anyone else found another way to complete this from an administrator point of view?
