Functionality of Request Time Change in OTL

I am trying to understand the intended functionality of Request Time Change feature in OTL 19D.
Any insight and docs related to this is appreciated.
Also, Currently, Users are unable to make changes to timecards that are over 180 days old. Could they use this functionality strictly for those timecards past 180 days?
