Add adhoc approver based on conditions during an approval process

I have a scenerio here for promotion-

1) Line Manager initiate a promotion request by entering new job details, new manager details. 

2) Approval goes to Line manager+ 1

3) Once he approves, the request goes to receiving manager.

4) The Receiving manager may or may not edit the compensation details. If there is a change in Compensation, the request should go to Compensation Admin. If there is no pay change the compensation should go to HR Admin. 

How to configure step 4 in the system ?
