Missing Additional Content Card for Learning Landing Page

Summary

19B introduced HCM landing page additional content cards. In 19D, see all cards except for the Learning landing page.

Content

In Configuration  > Structure > Me > Quick Actions, I see all the additional content cards, except for Learning. I have the 'Access What to Learn' privilege assigned as per the What's New documentation: (https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/hcmcommon/releases/19B/19B-hcm-common-wn.htm#F7282).

Any suggestions on how to enable?
