Responsive or Mobile-dedicated site?

Hello,

 

Query over the use of the label responsive for the new user experience, is the solution more desktop & mobile version and not truly responsive - i.e. when you reduce the width of a web browser the screen doesn't fully adjust to fit all the content and render the same when using a mobile with the same smaller width which seems to render a more mobile friendly version?
