Lost ability to edit an employee's benefit (19D)

Since 19D, lost access "evaluated life events" for a specific benefit planContent
When processing a new life event for benefits changes, we have now lost the ability to select one of our benefit plans as an election to <edit>. This started happening after upgrading to 19D and we have not made any benefit plan configuration changes.
Specifically, an HR benefits admin person enters the 401 election percentage under "evaluated life events". We do not let employees do so under self-service.
Anybody have a hint of a configuration change that needs to follow, too, to get this back?
I am not a benefit administrator and had not set these up to begin with, but would appreciate any advice of where to go first.
