Where ti find Templates or from where to load

Hello,

I'm an Oracle employee new to this new platform.
I'm trying to create a site but I found that there's no template previously charged. I went to Templates and I didn't find any template. So, where I can find templates or Load those that the manual indicates that can be loaded when you are trying to do when Site Governance is enabled. But, also, I didn't found where to enable Site Governance to have the default templates loaded.

Any help on this, please?
