We are trying to use category attributes to contain values common to all items in the hierachy. category attributes seem like the right solution .

When I create a catalog and add hierachies to it, I see Item, Detail and attachments. My understanding is that we should see a place to add category attributes right there, but we see none.

If I go to setup and look at 'Manage Category Attributes' under Catalog, I see EGP_CATEGORY_DFF, but no option to create new attributes.

If I edit EGP_CATEGORY_DFF, I can add segments, but it looks like I can only create 10 or so. We need 147 at least.
