Document Type Secured to only a few users

We would like to have a performance improvement plan document, but only allow select HR users to view/manage the document.  I created the document type. No employees/line managers, etc...

All of our employees are auto provisioned the employee seeded role.  How can I go about adding a role to everyone (excluding a few people in HR) to exclude access to this document?  Thank you for any help.
