Error in Rehire

Getting Error while doing re hire "Emp terms number already exists"Content
When i tried to re hire an employee through HDL i got an error so tried through UI and i was hit with the same error
"The Employment terms number already exists. Enter a unique employment terms number (PER-1530364) "
I got few leads in oracle support but all says some duplicate entries may exists for the employee i am trying to rehire. But there no duplicates also while rehire i don't give any employment terms numbers its is straight forward rehire functionality that i am using.
Anyone faced the same issue and what is root cause for this ?
