Duplicate Checks for Contingent and Nonworkers with missing data?

We do not capture DOB, SSN, or Gender for Contingent and Nonworkers so Oracle does not identify duplicates when rehiring.Content
We do not capture DOB, SSN, or Gender for Contingent and Nonworkers to limit the PII data that is stored in Oracle and it is not needed since they are not employees. However, if we are rehiring a contingent or nonworker, Oracle will not identify a match because this data is not in the system. Is anyone else facing this issue or know of any workarounds? It would be great if we configure our own Duplicate Check criteria (i.e. Last, First, and personal email).
