ODR calculated movement Budget does not work

Because opening balances are not calculated in the ODR, the calculation is incorrect

We have several ODR's one of which is for calculating movements. A lot of the calculations in that ODR are something like:

 "M_3350" = "FCCS_ClosingBalance_Input" - "FCCS_ClosingBalance" + "M_3350";

This works ok for Actuals for only one month at a time is entered and calculated with the ODR.

However for Budget 12 periods are filled at once. When we run the ODR for all twelve months, calculations are not correct because the FCCS_ClosingBalance does not include the right (periodic) opening balance. Only when you run consolidate Jan + ODR Jan + consolidate Feb + ODR Feb etc. the calculations are correct. Apparently the opening balance is only calculated when running a consolidation.
