Accrual Calculation

Need some help figuring out why an Employee's vacation accrual is not calculating correctly!

I have an employee who was hired 01/01/1993. He should be eligible for 25 days but every time I run the accrual, he only gets 23!
I did go through the Fast Formula already manually and everything seemed to be calculating correctly but it still gives him 23 days instead of 25! Am I missing something?

He hasn't entered in any other absences except for vacation, his seniority date is calculating correctly, his proration factor comes out to be 1 so when you go through the Accrual Fast Formula manually it calculates 25 days.
