Search Enhancement for different fields

Can the search function in different modules within Oracle be enhanced ?

I am trying to understand if there is any way we can enhance the search capabilities within Oracle Fields. We would also like to be able to deploy/use the enhance in all places that we are executing the search.

Examples of what I am trying to accomplish as below

1. Customer ID search : I would like to be able to search via the phone number or name directly and other EFF field within the Customer ID field.

2. Item Search : I would like to use Item ID, item description, EFF values etc within the Item ID field..
