Non Catalog Learning approval based on price and expected hours

Trying to route request for non catalog learning based on price and expected hours

When configuring the approval for 'Learning Request' I am trying to route a non catalog request for learning that has a price or expected hours greater than 7.5 hours for approval.

Currently the learning request conditions do not show the full list of fields on the form for a non catalog request and so we are unable to route on expected hours.

Is there any way to pick expected hours as a criteria for approvals to be routed on?
