PBCS REST API Upload File behavior change

The PBCS Retst API Upload file process appears to have a behavior change if the file exists

Gday Guys, 

just want to check whether this is an intended behavior change, or is a recently introduced bug \ unexpected change. 

Triggering an upload data function where the file already exists returns an error code status saying the file already exists, but then automatically triggers a delete the file in PBCS. So the error message says it exists, but by the time you GET the error message, it's actually already removed it.
