Managing OICINST service type instances using REST API

Summary

Unable to start/stop/restart service using REST API when the service type is OICINST , which is OIC instance with message pack

OIC instance is created in EMEA (Time zone: Europe/Amsterdam) data region with message pack subscription.
when i invoke following REST API it shows , service type as OICINST unlike IntegrationCloud for earlier OIC classic instances (Without message packs).

When i invoke start/stop/restart on this, it doesn't work. It errors out as media type not supported.
